Premise: As far as I I know the term " Scientist" in not protected by law all over the world ( it is like " Engineer" in UK) so it my be used by anyone independently by his/her education level and orientation.

    Luciano Bacco:

    Dear CEng Moshe,

Not in all Countries Licensure or similar restrictions give a guarantee of a immediate sound PROFESSIONAL COMPETENCE. For example here in Italy, where the term "Ingegnere" ( Engineer) is restricted only to the ones that have either a three-year or a five-year  or both) University degree in Engineering Science and they are called here " Dottori in Ingegneria" (Doctors of Engineering) and they become " Ingegneri" (Professional Engineers) only after sitting and successfully passing the prescribed PURELY THEORETICAL STATE EXAMINATION in their own branch of specialization-no additional requirement of a period of practical training and experience  is called for them!

On the other hand for lower professional qualifications such as " Geometra" (Surveyor) and Perito Industriale ( industrial Expert) a two year-period of practical training is also required!

In synthesis: For the State granting title of Dottore Ingegnere (Dott Ing), that is, PROFESSIONAL ENGINEER (!...) a University degree + State Theoretical Examination-practical training and experience no needed!... In other words these last counts nothing!

And not to neglect, Italian engineers consider themselves, perhaps presumtuously, the best of the world!,,,

Same in some other countries, in Israel, for example, one completed an engineering degree that is properly recognized is eligible to register with the chamber register of Engineers and Architects.

By law in Israel, this person can be called, Engineer.

The hiring company will perform an assessment, examinations, interviews and if there is a requirement for experience for the position this person will not get the job.

But if there are more entry-level engineer jobs that person may qualify for the job, pending thy satisfied other requirements and assessments.

For other Engineers, there is a grade at which they can be hired as Professional Workers, it usually pays less and has fewer benefits. Also, there is a similar law and register for Technicians and Technologists.

Many private companies don't adhere to these regulations and have creative ways to hire talented professionals by titling them, Developers, Experts, Specialists, etc.

In the USA Licensed Engineer will have to graduate from the ABET-accredited program in Engineering pass Engineer in Traning exam or Principles / Foundation of Engineering Exam.

Now that the individual is Engineer in Traning, they will have to work for 4 years gaining approved for licensure experience and then finally pass the PE exam.  So there is an element of Engineering Education, + validation of the education and knowledge of theory, etc, Followed by gaining experience and another PE exam.  A rigorous process.  Some jobs require licensed Engineers but there is an industrial exemption that allows employers to hire unlicensed engineers.

Not all Engineering jobs required a licensed professional.

Each country has its way to regulate the profession, some do a lot of regulation, others do less.

    Benyamin Davodian:

Thank you so much my dear friend Luciao,

I agree with you on every word and it just reinforces me that I was right in my writing earlier in the forum.

An engineer who does not know how to decode mathematical formulas or interpret physical science even with his doctorate is worth nothing, because he will meet an engineer who has completed a bachelor's degree and will do research that, based on scientific or mathematical science knowledge, will not understand anything so you and I are on the same line. Well done you are a true frid.

Indeed there are many jobs that will not hire an engineer who does not know how to decode mathematical formulas or interpret physical science.  But there are engineer jobs that don't require these skills so

even if initially, the engineer had that knowledge with the years if it's not used or applied in their job they will forget it. They may gain other skills in product engineering and project engineering etc. The field is so wide

that there is a good mix of jobs that require high math and physics or chemistry and there are jobs that require less match and more other specialized knowledge and processes.

Integration Engineers may have different skills set than Component Design Engineers, Chemical Engineers vs Product Engineers, Software Engineers, etc, etc.

On these days we are living quite different times to the ones I lived when I studied Electrical and Electronics Engineering ( 1960'/70' !...) when mathematical calculations were done with you own brain ( with the aid of the slide rules!...)  and working drawings and designs were done with  the Drawing Board: Designers created solutions and draftsmen realized the designs they were assigned. Everything was drawn by hand, which placed heavy demands on the executor. Today, however, each individual designer sits at a computer with an advanced CAD program. Greater focus on the technical solution is now possible – while the software brings it to life.

So, in similar way, a lot of Research is now done with the computer aid so scientists reduce their work with their own brains to a minimum...

Mind to the relapse of illiteracy! What that in Italian is called " Ignoranza di ritorno" !
In the field of education, Relapse means forgetting the skills one learned in formal or non-formal educational settings. A relapse in adult literacy programs means the partial or complete regression into illiteracy in reading, writing, and arithmetic skills to the previous neo-literate state.

Continue always learning and updating because:

    MW _CEng:

Many laboratories have very expansive equipment the same is employers.

I remember a new engineer from a highly ranked university who in his first week at our customer burned a one million USD $ system.

The accreditation and certification bodies are there to provide formal peer review or by other assessments that the professional is competent.

While there is no 100% guaranty yet at least a competent body accredits the professional is up to an established standard.

When I was in the military the new technicians fresh out of training used to initially cause more damage than productivity. So we started in our base a training lab,

the new technicians will have to get additional certification by the resident experts before allowing them into the lab or field. The program proved to save a lot fo $$$$$.

For scientist's formation in addition to education, there is a lot of research and scientist assisting lab work with their classes so by the time they are matriculating they are ready for independent work or to be hired by organizations/Institutes/labs, etc.

If someone achieved CSci designation it provides that extra assurance etc.

Some would say this provides the minimum but well-established standard for top science professionals.

As to exceptional individuals, they are more of an exception than the norm.
