  • There may be a tendency to cluck and say this is a feature of Latin American organisation, and that it could never happen here.  However, that would be complacent, it is important to have workable plans  for phased load shedding and a black start process, as no one generator can connect cold  to a  gross overload. Furthermore this needs to be autonomous, or communication must be by point to point radio with local power, as the assumption that there will be a full phone and internet infrastructure after a sustained black out, is highly optimistic. The sort of event that removes power stations or high voltage lines also tends to affect other wiring as well.
