The bridge collapsed on 1st October. I can't see that the article adds anything new.

Behind these shocking events people wonder: "why so many bridges fail? " Is this a Structural Engineers' fault? A bad design or structural negligency put people's life at risk!
The reports at the time (of the Taiwan bridge collapse) put the blame on poor maintenance and inspection. There was some criticism of the design in this case but it was not the deciding factor, but as this is from my memory it is probably best if people read the reports themselves and reach their own conclusions.

The case appears to be similar to the Morandi Bridge fail here in in Italy: bad maintenance and some design flaws.

I think neglect is a major reason, be it due to funding or resource shortages.  It's like buying a well-engineered car and not providing the required maintenance.
Or maybe there are times where mistakes are made during construction or unpredictable geological changes?
These issues should be checked case by case. If you have corrupted individuals involved on different levels or some countries with low capabilities to maintain properly then the risk is high?

Even Italy in not exempted by appalling disasters caused by the Man's hazards. The most tremendous was surely the hydroelectric dam built despite warnings that the mountain above it, MonteToc, was unstable!
The Vajont Dam disaster, Italy's deadly tsunami, occurred on 1963. A disaster where more than 2000 people died!
