First, what is the difference between standards and regulations?

Standardization provides a basis for technical/trade agreements and technical regulations.

The difference between a standard and a technical regulation lies in compliance. While conformity with standards is voluntary, technical regulations are by nature mandatory.
  • Well, that sounds good,  except the UK wiring regs (BS7671) are not mandatory, except in a few special cases like rented accommodation (and that one only recently). You do not have to observe them, though usually it makes life easier for everyone if you do.
  • BS 7671 is not "regulations" - it's a standard, the proper title of which is Requirements for electrical installations.

The subtitle IET Wiring Regulations 18th Edition is now merely kept for historical reasons.

This has been the case since 1992.
