Martin Rees, a well-respected British cosmologist, has made a pretty bold statement when it comes to particle accelerators: there's a small, but real possibility of disaster.
As earth bound particle accelerators are many orders of magnitude less energetic than cosmic rays I can't see how he can determine a risk. Doubt's were raised before the latest build at CERN which resulted in a paper being written (attached).
